Following the official OAFLA Executive Secretariat handover from Zambia to Ethiopia in October 2008, the current Secretariat organized an Extraordinary General Assembly, which took place from February 1 to 3, 2009 to deliberate on the following agenda
- The adoption of the Revised Financial Policies and Procedures Manual for OAFLA; and
- The adoption of the OAFLA Draft Strategic Plan for 2009-2013.
In light of this, the event in accordance to the Organization’s Rules of Procedures featured three meetings which included
On 1 February, 2009, The Technical Advisors Meeting – Technical Advisors representing attending member countries discussed and deliberated the main agendas that were set by the Secretariat and reached a consensus that would then be conveyed to their respective OAFLA member countries, as well as be presented to the Steering Committee the following day.
On 2 February, 2009, The Steering Committee Meeting – members of the Steering Committee came together to discuss the set agenda and confer on the consensus reached by the Technical Advisors the previous day.
On 3 February, 2009, The Extraordinary General Assembly – Following a musical performance by the Yared Musical School and remarks by H.E the First Lady of Ethiopia W/ro Azeb Mesfin; Ms. Litha Musyimi-Ogana – Director of Women, Gender & Development Directorate (WGDI); and Dr. Meskerem Bekele Grunitzky - Regional Director for the UNAIDS Regional Support Team for West and Central Africa, presentations by consultants, the Executive Secretariat on the consensus reached by the Steering Committee were made to attending First Ladies and representatives.
Attending First Ladies and Representatives The First Ladies and representatives from OAFLA member African countries were present at the OAFLA Extraordinary General Assembly. The First Ladies that attended the OAFLA Extraordinary General Assembly were:

- H.E the First Lady of Lesotho (Steering Committee Member)
- H.E the First Lady of Nigeria (Steering Committee Member)
- H.E the First Lady of Sierra Leone (Steering Committee Member)
- H.E the First Lady of Tanzania (Steering Committee Member)
- H.E the First Lady of Zambia (Steering Committee Member)

Outcomes of the OAFLA Extraordinary General Assembly
Following the General Assembly votes for the adoption of the Revised Financial Policies and Procedures Manual as well as the Draft Strategic Plan, both documents were adopted.
